761 illegal immigrants seized in 5-county raid

10 are caught locally, plus 56 jail inmates are turned over to U.S.

SANTA ANA — A sleepy-eyed man with a hooded sweat shirt and a plastic lunch pail scurries back inside at the sight of a dozen immigration agents clustered outside his apartment complex. He need not worry: They're after his neighbor.

Three officers creep toward the building, and one raps loudly on the door of Apt. A. After a tense minute in the pre-dawn darkness, the door cracks open and they have their first arrest — a 29-year-old immigration fugitive with a DUI conviction.



It was a scene repeated over the past week across Southern California, including Ventura County, in a sting that officials say was among the largest in U.S. history targeting illegal immigrants who have criminal records or have ignored deportation orders.

By Tuesday, when federal immigration officials announced the results of the sweep, 338 illegal immigrants had been arrested at their homes in Ventura, Orange, San Bernardino, Riverside and Los Angeles counties. Another 423 were taken into federal custody at county jails, said Virginia Kice, spokeswoman for U.S. Immigration and Customs Enforcement.

Ten people were arrested in Ventura County, and 56 County Jail inmates were turned over to federal authorities.

Ventura County Sheriff Bob Brooks said it was one of the biggest transfers in recent memory. The county usually turns illegal immigrants over to federal custody one or two at a time, when they have served their sentences in County Jail.

There are typically about 100 illegal immigrants among the 1,600 to 1,700 county inmates, Brooks said.

The Associated Press rode along on the first day of the secret sweeps, which began Jan. 17. Those arrested were from 14 countries, including Mexico, Honduras, Ukraine, India, Japan, Poland and Trinidad. Of the 761 people arrested, more than 450 have already been deported, Kice said Tuesday.

The raids were a major push within "Operation Return to Sender," a crackdown that has resulted in 13,000 arrests nationwide since June. Immigration officials have also identified 3,000 inmates in state and local jails who will be deported.

The operation targets those illegal immigrants who hide after skipping their voluntary deportation proceedings and criminals who have re-entered the United States after being previously deported for crimes in the U.S.

It's an uphill battle. Despite ongoing efforts, officials estimate that about 600,000 illegal immigrants who have ignored deportation orders are still at large, Kice said.

"Foreign nationals who flout our laws and commit crimes against our citizens should be on notice that there are consequences," said Julie L. Myers, assistant secretary of Homeland Security for Immigration and Customs Enforcement. "ICE will use all of the tools at its disposal to find you and send you home."

For agents in Orange County, that meant gathering at 4 a.m. in a chilly parking lot for a pep talk before fanning out to "target" houses in Santa Ana and Anaheim on the first day of the sweep.

The agents hit pay dirt early at Apt. A and sped off to their next stop — the suspected address of a convicted rapist.

Three officers pounded on the door of a two-story stucco house in a working-class neighborhood. Another shone his flashlight at a woman wrapped in a blue bathrobe poking her head through an open downstairs window.

"Open the door, please. We're with the immigration police, and we have to talk," he said in Spanish.

Soon the woman sat at the kitchen table as officers with flashlights roamed the house and herded seven men into the living room. Because none had identification, the officers couldn't tell which one was their target.

Jim Hayes, director of ICE's Los Angeles field office, decided to book all the men.

"We're going to make sure they're not wanted for any more serious crimes," he said.

Six of the men were frisked, then escorted in handcuffed pairs to a van. The seventh man was a legal immigrant who owns the house; he told officers that he didn't know any of the men — he just rented to them.

By now, it's 6 a.m., and the chances of surprising suspects are waning with the light. Hayes decides to take the van, loaded with the men from the two stops, back to the ICE processing center in downtown Santa Ana.

There, dozens of immigration officers buzz around a sterile, brightly lit room. They shout names and criminal stats to each other as they sift through piles of paperwork and enter digital fingerprint scans into a computer system.

The two dozen men and one woman brought in from other raids now sit on wooden benches, clutching paper bags filled with their personal belongings. ICE officers wind through the room interviewing them in Spanish and helping them fill out forms.

One by one, the immigrants are taken for mug shots and fingerprints. Some will be charged with illegal re-entry to the United States after felony deportation — a federal crime that can carry up to 20 years in prison. Others, first-time illegal immigrants with no other criminal record, will be processed and deported within days.

Adan Garcia, a 29-year-old dishwasher with a wife and two young boys in Honduras, considers himself lucky to be deported and not charged with a crime. He says he won't be back to the United States — at least not illegally.

"I came to this country to work, not harm anyone, and not expecting what happened this morning at 5 a.m.," said Garcia, who was taken into custody at the second house. "It wasn't supposed to be this way."

By Monday, ICE learned that all six men arrested at the second house were illegal immigrants, four with prior criminal records.

The rapist they were after had moved out a week before and is still at large.

"Just because we didn't get him that day doesn't mean we won't get him," said Kice, the ICE spokeswoman. "This does not mean the search is over."

Hm....I think it's great!...In my limited experience
they do seem only interested in work...They have no
desire to become enculturated...to learn english, to
become "American"...We who were lucky enough to
be born in America should protect the benifits of

I've got no real problems with illegals, they work harder than anyone else and they pay a ton into social security that they'll never see

I am also quite sympathetic towards the illegals. I think they should be taxed like everyone else though. i.e worker programs etc,

I think if they are `criminals/rapists and gangters etc then they should be kicked out on their asses. Fair enough.

Yes they come here only to work. I think that they should limit the money send out of the country back to Mexcio though. It is Mexico's 4th largest income, i.e money being wired back to their country from us economy. I think that sucks.

They do stick to their own neighbourhoods and it is too easy not to learn english beacasue whole neighbourhoods etc all speak Spanish, I think they should have to know at least some English to become a citizen.

American protect the benefits of citizenship? Fair enough. Vote on the issues. 20 million estimated in the USA. That is a lot of peeps not paying their share of taxes.

In order to have Soc. Sec. deductions made
a person has to have a Soc.Sec#...in order
to have a S.S.# you have to show a right to
work in America(correct me at any time)

no I THINK most illegals are a drain on our
social resources...most work under the table
,yet enjoy state medical insurance...public
services...etc...

In the U.S.A President Bush is trying to give work permits to all the illegal workers in the U.S.A. It will likely happen over the next few years one way or another. There is much debate in congress over how it should be done and to what benefits would be for the workers.

So if you ever wanted to come to U.S.A the time is NOW!

They did this in the 1980's once before and gave Green Cards to everyone who was here.

Ok...so...can you imagine what would happen to California's economy if it were not for migrant workers/illegal aliens???? We'd have unionized farm workers where we would have to pay above minimum wages for the crops to be picked....which would mean we would have to pay $5.00 for a head of lettuce....or...can you imagine if hotels, restaurants and other service industries had to pay "white" man wages? The impact on the consumer would be astronomical....just think about it....yes, people who are hear illegally send money back to Mexico...and yes, they receive benefits that citizens are not entitled too (ie free health care is the most popular rant)...yet....these people provide the grease in which the wheels of California can keep turning....

In regards to the Social Security Numbers, the use fraduelnt ones. However, these still take a deduction out of their payroll and it's money they'll never see. They in effect are doing a great service to keeping social security afloat

What are the costs of undocumented immigration in the U.S.?
There are real costs for some states and municipalities, especially for health care and education. But Standard & Poor's believes that a serious misallocation of these costs among various levels of government is at least as much of a problem as their overall magnitude.

Each year, for example, the U.S. Social Security Administration maintains roughly $6 billion to $7 billion of Social Security contributions in an "earnings suspense file" -- an account for W-2 tax forms that cannot be matched to the correct Social Security number. The vast majority of these numbers are attributable to undocumented workers who will never claim their benefits.

If those funds could be earmarked for local support, they would make a sizable dent in education costs. Local school districts are estimated to educate 1.8 million undocumented children. At an average annual cost of $7,500 (averages vary by jurisdiction) per student, the cost of providing education to these children is about $11.2 billion. That means roughly half of the education costs for undocumented immigrant children could be met if these Social Security funds could be redirected.

While this specific reallocation of funds may never occur, the principle, in our opinion, remains valid: Taxes from the spending of undocumented workers can help offset the costs those workers generate. Past studies have shown that even in a state like California, which has the highest number of undocumented immigrants, those immigrants generate approximately one-third to one-half of their estimated costs to the state through sales taxes and other assorted fees. In short, these costs are real, but they could also be more manageable.

So illegal imigration is cool cause on top off that they
commit identity thieft?...ah they contribute to an etherial
fund which is regurlarly mis-appropreated to expenses
which do not off set the cost of their being here illegally.

True, true. Although, a great misconception is that illlegals don't pay taxes. In actuality, a substantial number of illegals DO pay taxes, although you'd never know it by watching Lou Dobbs. In fact, many immigrants working here illegally are contibuting to the economy and paying their fair share of taxes, which is much more than I can say for a lot of "citizens" born here who are sitting at home collecting welfare.

Exactly. That's always my bottom line of reasoning: illegal immigrants do shitty work for shitty wages that Americans are "too good" for.

And Glenn, I agree with a lot of what you said there, but I must reiterate, many illegal immigrants do pay their share of taxes. Not to say all of them do. Of course not. But according to an article I just read, "A stunning two-thirds of illegal immigrants pay Medicare, Social Security and personal income taxes." Two-thirds! But yeah, that is quite surprising and a common misconception. I, myself, was stunned the first time I heard it.

law enforcement is doing something about the

At the museum of tolerance in LA (ever been there
ASS?) they have an exhibit they use to make a point
about the human condition. There's two sets of doors,
one for the racist people and one for the "non-racist"
(like ASS :roll: ) people...guess what?...they all lead to
the same room! We all judge people based on skin color.
(at least initially)

I've been around the most hate charged race situations
there is today...Ive learned that there is no Real basis
to rank humans according to skin color...The criteria
for ranking culture however is different

The last post you left yesterday frankly came off sounding close-minded and racist. So I was glad to see you explain your statements.

And I repeat...there is NO set culture in this country. Yes, English is the primary language. For now, at least. With the immigration numbers and the estimated population shifts, pretty soon it looks like Spanish will be the primary language spoken in California. Does that mean WE should all learn Spanish? I do believe that people who come to this country should learn English, just because it will ultimately help them assimilate and ultimately find success here. But, I don't believe poeople should have to completely ditch their cultures and backgrounds, as I've heard some people suggest. Even a multilingual education would do incoming immgrants well.

I agree, we all judge each other by race, gender, religion, etc. Even if not blatantly, at least subconsciously. I just took personal offense to a statement like Mexican people who come to this country and don't adopt the "culture" will fuck this place up too. First off, as I've already stated, there's no real "culture" in America. It's sort of a mix of many different people from all over the world. The things we eat, the way we dress, just about everything about us comes from somewhere else. Secondly, Mexicans have been coming to this country since the begininng of its inception and they have yet to "make this country fucked up too." In fact, while a helluva lot of Mexican immigrants are contributing to the economy and paying taxes, a substantial number of American born citizens are sitting at home and collecting unemployment. Trust me, there's a lot more things that have contributed to fucking up America over time than hard-working immigrants who haven't learned to speak English.

And as for Native Americans dealing blackjack - that wasn't a racist stereotype so much, as commentary on the tragically minimal number of Native Americans still around in this country. Turns out all that raping, murdering, and those small pox-encrusted blankets made it so it's kind of difficult to find a Native American any more. Nice try at attempting to flip the racist card back on me, though.

Now, I think it's about time you went and met with members of the Mexican American community and apologized on the Letterman show.

I think if we all spent more time working harder and being happier then we wouldn't have time to whine about "the illegals are taking all the jobs & money". Do yourself better and you won't have to worry. The "Illegals" are trying to do themselves better.
