meta tags?

Is it possible to add a 'meta-tag' that appears at the top of the actual browser..saying something like 'Indie 103.1 Music Forum'?

Yep. But I'm hosting this off my personal computer and I only have 1 IP and hosting multiple websites so the "cloaking" for 1 website will affect all my sites so I have to leave it off. But! since this forum is so cool, I'll just put Welcome! as the title :)
